Growing up in Austin, I've had to do this (turn right and around) plenty of times. More time consuming than just a left turn, but with roads that are packed both ways, it usually is safer.
I don't like this forced onto people. There is one intersection near my work where it is engineered to try to keep people from turning left through one divided side of the highway to get to the other side. They still turn left anyway and it becomes a battle of wills to see who get to use the entrance on the divider.
