Yes. It is a machine called a "Torque Multiplier". I have used them on aircraft propellor nuts, helicopter main rotor retaining nuts, and locomotive headbolts/cylinder crab nuts.
For the price of one, I think you could buy several 500 ft/lb torque wrenches. I haven't looked recently, not having a need for one, but IIRC they cost around $1000 or more many years ago.
Look for "torque multiplier" on eBay, you will find them from $55 (I would not buy one that cheap) on up to a Snap-On one for over $800.
