In the photo, where I have highlighted with arrows, these are the connect and disconnect points that can be set, right?
(but I am thinking, based on the arrow going to the "load", that the reconnect is ONLY for the load?)
Can you tell me if these two default settings are set as they should be? (I will NOT have a load, so maybe that is a moot question for "on")
Default setting? Here it is: Amazon.com -> RMA -> print label and ship it back :)
Then ask about 3-stage controller with adjustable setpoints and temp compensation.
What you got here is a one-stage controller. It has one setpoint called "overvoltage". If you set it to 13.8 or whatever your AGM recommends for Float, it will rise to 13.8 and disconnect. When battery drops below 13.8, it will automatically reconnect again and so on, to keep it near 13.8.
If you have nothing better to do, you can set it to 14.6 (or whatever your AGM suggests for Bulk/Absorb), wait it until it rises to this point, and then change it to 13.8 and go about your other chores. Doesn't sound like fun to me.
Keeping it at 14.6 all day won't be a good idea, and not letting AGM rise to 14.6 won't be good either.
"Low voltage reconnect" has nothing to do with solar. This is for loads disconnect-reconnect, and normally people don't use Loads terminal.
