Yes. It starts out as bulk, constant current. Then it goes to absorb, constant voltage. At our temps, that should be ~14.5, but the most I saw was 13.8. In the past it has held the 14+v when the battery is near full. So we'll see what today does.
The gen 2 MS PWM has ambient temp compensation. If the controller is warm, the Volts will go below the 14.4V setting. That is likely what is causing the 13.8V reading. I guess you are using the 14.4V jumper setting.
Try to keep the MS located so it will experience ambient temps that are equal to the actual battery temps. I use AGMs and have an MS SS-10 inside the battery compartment. The MS is classified as safe for hazardous location use because it is enclosed in epoxy and spark proof.
I use an IR gun to read the battery and the controller temps.
