Similar with moving from 5 gallons/flush to 1.6 gallons/flush toilet.
There just is no longer the excess resources to continue without change.
I don't have any problem with conserving water but my water saving toilet uses more water than the older models it replaced. It takes from four to seven flushes to do its job with and solid material. Everyone that visits is warned to flush early and often to avoid a plugged toilet.
I think this is a general problem. I have a gas can that spills gas in order to avoid releasing vapor and a gas fireplace that required me to buy a generator to use it as an emergency heat source in electrical outages because pilot lights were outlawed.
Things that sound good for the environment and are supposed to advance good principles are put in place without testing and often make things worse.
