No! IT's a hose within a hose for condenser air in/out. Yes not ideal. For inside, no vacuum in the room because it recirculates air for the evaporator airflow...
You are saying it has a fresh air intake hose INSIDE the exhaust hose??? I doubt it....they have a dual hose model that is almost exactly the same.
And yes it is for the CONDENSER cooling.
The evaporator is the part that gets cold.
