Some people want to charge their battery at 14.5+ volts, and think it is good for the battery. So they have a DC to DC converter to boost the normal 12.2 - 13.2 volts up to 15.5 or more volts.
I would rather just have a couple more solar panels, and not worry much about reaching 13.9 volts - as reaching 13.5 volts total is fine each day.
