Using 150 watts as a maximum load (around 10 amps but you MUST play a fan on the DC to DC converter at this wattage, the device can equalize a pair of car jar batteries or 6 cells of GC220 battery.
Buy PLASTIC light bulb bases, they are dirt cheap. To mix and match PARALLEL 100 watt, 50 watt OR 25 watt lamps. Watch that 150 watt max on the DC to DC converter! And to repeat use a strong fan on the DC/DC Converter.

Shouldn't take much to make up whatever you need. A big bunch of batteries will need multiple DC/DC converters. Use big enough diodes on each of the output + leads and they can be paralleled. 10 amp shottky diodes are common. eBay or Amazon.
Step up or step down it doesn't matter how you arrive at 16.0 volts. I wouldn't want to expose those amperage limiting bulbs to anything greater than 16.0 volts.
Yes burning light bulbs seems to be weird. You can also limit current fashionably by spending ten times as much. Take your pick.
