1987 sunflyer has no power to headlights

Many VIN numbers including mine shows a 7 as the seventh character. It is a basic P-30 chassis. No one has been able to clarify why VIN shows it as P-37 motorhome chassis as compared to a 0 as seventh character indicating a stripped bare chassis.
