Assuming it is a classic two-stroke design, it is the valves.
And "lubricant" is not cleaner.
The best carb cleaners on the market are Berrymans B12 Chemtool and Gumout.
But with a 2-cycle engine sometimes just soaking the whole thing in a pan of pure gas can do wonders.....for a while. Sometimes not.
