Most flouresent lights in RV's are 12 Volt DC, they run off the battery. You say all the other lights work so you must have 12 volt power but not just to your ceiling lights. Some RV's also have a separate switch, kind of like a master switch, that is usually by the front RV door that controls those lights. So if that switch is off there is no power to the switch on the lights themselves. Look for a switch near the door near the porch light switch or the door step switch and turn it ON and then try the lights again. Good luck and let us know if it works.
