The valve should always be in NORMAL unless you are connected to city water and want to add water to the fresh water tank. Then turn it to FILL just long enough to add however much water you want in that tank. The pump is normally only used if not connected to city water. With city water you do not need the pump on unless water pressure is abnormally low.
By “go off 2 seconds” do you mean the pump turns on for 2 seconds occasionally and turns back off? The pump will run until it builds required pressure, then turn off. If pressure bleeds off it may restart momentarily to restore that pressure. Could be a very small leak. Could be a check valve leaking. Could be a faucet drip.
