The pro who did the work obviously misunderstood what the outlet was for and wired it for the wrong application. The home owner did himself and the electrician no favors by not checking the outlet with a volt meter before the worker left, when the error could have been corrected easily and cheaply. After all, swapping wires around in the distribution box costs only a few minutes of time and involves zero parts costs.
