I don't mean to insult you, but you are so Wrong.
This happens all too frequently when an RV-30 outlet is installed even by licensed tradesmen. The usual installation of a 30 amp receptacle is for a dryer. That is a NEMA 6-30R. It is for 240V (6) service.
The RV-30 is not a NEMA code part, it is accepted but few electricians see then on any regular basis.
I have probably cleaned up after a dozen of these, but I have yet to see a 50amp (NEMA 14-50R) mis-wired by the installer. I'm sure it can happen. I have seen plenty of them loose a line or the neutral, but that was just poor maintenance.
