I used blocks depending on the site/terrain. If its concrete or a well packed gravel surface I don't use blocks. If I am in an area of softer unpacked ground, then I use blocks to stop the jacks from sinking in. Sometimes I use blocks just to reduce the extension of the jacks to level offering more stability and less shaking.
