30 Amp Elec plug/ is this straight forward fix?

I tackle most anything on my RV's. But past experiences with elec mixed with RV's lights up a little light in my mind that says CHECK FIRST! Here is a pic of my 30 amp cord. Notice the end is com...

The Problem is that the "Jacket" of the cord shrinks with age and pulls out of the plug.

Personally.. I just taped it off and/or goop it.. (Use chemicals to seal the gap... GOOP being a brand name).
