So it's been about an hour, and according to my paypal account, the payment is "pending", and "unclaimed", and it says the vendor "has not accepted yet".

So, it appears, at least, whoever is doing this cannot just take the money and run. It's likely more a matter of some hacker trying to teach ebay a lesson.
