I'm not arguing the point, but when I ran a sub-panel about 150 feet from my main panel, the building inspector required me to run the two lines, a common/neutral, and then add a ground rod at the sub-panel.
He said, otherwise the ground line could have a higher resistance than the common/neutral if the ground path had to travel all the way back to the main panel.
I think it depends on the distance but it may vary by state building code.
