You're not anywhere near 90% charged. You need a charger that gets well into the 14V range. Also, with "surface charge", you can't use voltage to tell when you're fully charged anyways. You need to disconnect the battery from all loads for the better part of 24 hrs. Then measure voltage. I won't even mention that even if your battery shows 12.8V after that 24 hr rest period, the specific gravity of the battery acid likely won't show fully charged anyways.
