9.6 volts at battery plugged in
Ok my lights are real dim and I only have 9.6 volts at the battery I went to fuse box and only have 9.6 volts there also is converter my issue all fuses are good.

Are you sure you have the new battery connected correctly? Reversing the polarity will blow the big (30A?) fuses in the converter.
