Not too familiar with that particular engine but I do have a shoulder patch for "two-cycle" .
Carburation is key with these smaller engines. Very rarely do I see a plugged exhaust or reed valve problem, although they can occur. I'd suggest to inspect the fuel system and see if there are any apparent trouble spots (kinked lines, bad routing, operational aspects). If all of that looks good, the engine should start with a few pulls if choke and prime operate as designed.
Most of the Asian engines in this class are outfitted with a cheap plug. If you have an ND or NGK, no reason to change. Anything else, replace it with a good quality brand and gap to tolerance.
Yes, quality mix oil is the best thing you can do for a two-cycle. I ran forty or so two-cycle engines, most used daily or weekly. If the guys treated them right, they always started. I used an oil recommended by another mechanic friend. We had it shipped in in small packages and mixed a 55 gallon drum at a time. (sorry, can't remember the brand) Didn't matter what the mfgs mix rating was, everything ran fine on 50:1.
