Hi Gordon,
The hybrid inverters can draw from shore power and batteries at the same time. It is called "load support" (which is not voltage support).
For controlling the output from the array, the inverter changes the frequency. The example given, was 60 hertz, the array produces all it can, 60.1 hertz the grid tie inverters lower their output, 60.2 they lower it some more.
