Why would the electrical inspectors have passed such a poorly designed system? 120 down to 102 volts is a huge drop, there must be under-sized conductors in the branch or feeder circuits?
Is this voltage reading at the pedestal? While running your tests, can you walk over to another pedestal and measure it? Assuming the pedestals are wired in parallel at a subpanel somewhere, voltage should be similarly low, right?
