After a 3.5hr run while on a 15a breaker with a voltage of only 100 I can truly see that happening, in fact I’d be far more surprised (if not even concerned) if the breaker didn’t trip...Using a clamp meter, I’ve watched the amps go steadily up the longer the Air unit ran, and even faster with higher ambient temps...In my view, a 15a pedestal breaker circuit is at best only marginal for supplying a roof top air conditioner and should be avoided - though I’ve admittedly done it and ‘gotten by’ with my 11k btu unit with just the Soft Start...JMO
BTW, upon a re-read, the OP was referring to a 20a breaker.
