Backup cameras are usually powered off the backup lights OR the tail lights.
Having it hot all the time is stupid.
And then charge your engine starting battery good with an automatic charger. If it is a small one, that might take several days.
It is not terribly unusual to have a slight delay for the starter to actually turn. While it might SEEM longer, a delay that is barely perceptible, around one second, probably is "normal".
