Your owner's manual should have a depiction or list of the fuses and locations. Just because one location is unpopulated doesn't mean there should necessarily be a fuse there. From looking at the distribution panel, I'd guess there are two termination slots for wire clips, one for optional switched accessories and one for optional lamps.
As others, the wiring of your camera sounds like the basis of your troubles. Have someone put a switch on that wire in an accessible location.
