Wired Wrong, not cuz it has 2 breakers cuz someone can't see the markings on the receptacle for w/white (neutral) and g/green ('ground').
You want to blame it on 2 breakers while its the other end that is wired WRONG. The other end is color coded!!!
If there was only one leg, rather than 2, it would have been fine. You're not supposed to use a dual pole breaker for camper/RV setups without modifying the wiring scheme.
