Yes, those pedestals are properly wired with all the recepticals and breakers installed. I was always amazed they could be sold as cheap as they are. You should be able to find one retail for less than $400.00.
As for need, you don't need AC in your house or even indoor plumbing, but it sure is nice to have both. Same with 50 ampservice.
