Advice needed on separated weld in cabover framing

When I removed the delaminated filon and luan from my Class-C cabover I saw that one of the welds in the cabover framing is separated: Is it possible to have someone re-weld this, or does the...

If it were me I would be thinking the same thing. Though I doubt that is aluminum as it looks rusty.Perhaps a thick "T" bracket? Many here sharper than I however.
