That jumper is on the coax that leads from your SINGLE outside cable/coax connector to the Wingard antenna switch/power plate. By default (as is), the wiring gives you an easy external connection to the CG coax and provides CABLE stations on your tv when the Wingard antenna is NOT powered. If you power-up the Wingard antenna, you will only get OTA tv even if you have a connected cable.
If you get a single coax satellite dish (like a Playmaker), you can connect the satellite to your SINGLE outside coax connector. The two connectors on the jumper box will then become your SAT input and OTA input for your satellite receiver (Wally). On my Passport TT, the top connector is the SAT input from the external connector and the bottom connector is the OTA input from the Wingard antenna.
