My Duo-therm (analog slider) thermostat is very inaccurate in the temperature setting, at least for heat, and needs to be set somewhere around 8 or 10 degrees higher than the actual desired temperature. I would expect a digital thermostat to be somewhat more accurate.
You should be able to verify the furnace operation is correct by manually connecting the appropriate wires around the thermostat to force the furnace to run continually (until you undo the wire connection). If it doesn't cycle, that pretty well implicates the thermostat.
