Long before the ECO/T-stat/Thermal fuse mentioned become involved you have to have 12V DC to circuit board via ORANGE wire/Gas (or White/electric)
Look at backside of water heater and see if there is wiring junction.....water heater comes with wiring that has to be connected to wiring from ON/OFF Switches.
Could be as simple as loose wire nut. (WHITE/Electric, YELLOW/DC Relay, ORANGE/GAS, BLUE/Fault Light, GREEN/12V DC Neg)
ORANGE wire gets 12V DC from GAS On/Off switch.....circuit board has to get it first THEN 12V DC goes out BROWN wire (bottom connector) to thermal fuse/t-stat and back to circuit board via BROWN wire (top connector)
Then 12V DC goes to ECO/Gas Valve via RED wire
