Bad Control Board?

Hi All - my new to me camper has a Norcold N621 fridge and it works very well on propane but not on AC.  I think it is the control board but since it’s over $200 I wanted to get others opinions.  I get 115 volts to the fuse on the board, but only get 103 volts to the AC heater element lead posts.  The heating element seems to have proper continuity with ohms at 44.  The interior board says A meaning no AC.  Any help appreciated.
