Yes, the 2.35 was across the solenoid posts.
if across the "control'" terminals, that is the voltage drop of the coil
if across the power transfer posts, the contacts are not closed
with closed contacts, voltage drop should be almost zero, No more than a couple of tenths of a volt, and preferably LESS
sounds like the cutoff control is wired directly to the batteries
the batteries are two low.. to active the solenoid
try charging the batteries with a 'charger', then try again with the converter
but the batteries are most likely 'TOAST' and need to be replaced
