30 amp fuse is appropriate for 10AWG and typical converter output. It may be that when you are plugging into shore power the converter initialy tries to pass a greater current than 20 amps so the fuse blows. Your replacement of a 30 amp fuse may solve all your problems.
If that fuse continues to blow, replacing the fuse with a 30 amp resetting circuit breaker may be a good solution.
