If you have a regular battery charger laying around the house put that on the RV battery to charge it. After the battery is charged try replacing the fuse and see if it still blows. This would eliminate the possibility that the converter is trying to push more than 20 amps into a severely discharged battery. If the fuse still blows something else is not right.
