Battery maintenance options... how do they compare?

I remembered incorrectly (backwards, actually)... reviewing WFCO comments, I see it was the unit's frequent failure to reach a high enough bulk charge voltage to fill the battery. Many, many comments knocking these converters. So you think it's just fine for off-season battery maintenance?
