I am thinking your deep cycling every month is correct procedure, but you did not bring them back up to proper 100% full each time, not having an hydrometer to tell you when that was.
Result is undercharging after each cycle and consequent sulphation.
You need a charger that can stay at 14.8 all the way till they are fully charged as seen by hydrometer. Your converter can't do that. I don't know if your 7200 can. Now they are sulphated, after you get them to full, you need to get them to 16v for a good desulphating overcharge.
Your new hydrometer might be telling the truth, but if that one is not a glass one with the float bobber, like one of those sideways pointer plastic things that are hard to read, get the bobber kind and try that. $10 ? Good enough to tell you what's what.
