I guess I missed the whole point of your original question.
YES, a battery's voltage goes down as it discharges. Perfectly normal. While it is under a significant load it drops even a bit more and comes back up a few tenths when the load goes away. Perfectly normal......until it gets discharged very low......then it goes down rapidly and stays there.
IF....you understand what the readings are trying to tell you, an inexpensive voltmeter is really all you need to make general diagnostic conclusions.
BFL13 is giving you some good information. All the information indicates that your batteries are failing.
