I don't think BFL is following this thread anymore but I think I figured out one of his questions, I think he actually answered his own question.

Ok but when is it "full"? That picture actually says to charge it until it reaches the target voltage and stop.
That would be at the end of the Bulk stage/start of the Absorption stage.
BB says to go another 20-30 minutes after that to get to full.
Exactly , charge to the end of bulk stage/ start of absorption and then they say charge another 20 thru 30 minutes and you'd be full 100% soc and amps would've tapered to around 4 amps .
In my real world experiment it came out I had to charge for a additional 40 minutes not 20 thru 30 minutes that Battleborn says .
I think BFL is right and also at this point you'd be at full 100% if that's what you were aiming for but then again I just recently
learned that you should ideally normally charge to 75% soc and drain battery no more then 25%.
