I’m not following. You are saying that the places that are producing power using pumped storage are using more power than they are producing? Why would they do it?

Of course they are using more power than they are creating. In physics it is called the "law of energy conservation". What the pumping system and other such systems do is smooth out energy generation of various systems. But they do not create additional energy and are actually wasteful of net energy. But most people do not care about net energy consumption, they care about having energy available when they need it at the lowest possible cost.
