I figure that since the invention of the cordless grinder the traditional locks are useless. That looks like the recessed type lock that is more common on contractors vans etc. Its pretty much a matter of making it as difficult as possible and to buy time. Snatch and run is the easiest for them so again, the more difficult it is, the better chance of it not being stolen.
Maybe something like that and a piece of steel that goes through the handle opening and down and under the mounting surface with a recessed type lock. It would have to be hinged to make make the corners of course. Again, its not that it couldn't be cut but it would give multiple layers of protection. That's the only problem with those sweet little Hondas. :)
