The panel is still "light", and better controller won't create more amps than a cheap one.
My guess is that Morningstar is trying to tell the truth - the battery is not 100% full. The previous one was not as sensitive to voltage changes - or you have new problems now with the wiring or in the battery condition. To get more info, you need to measure the voltage with no load and no charging, as previously said.
