Time to examine the power brake booster.
Push hard on the brake pedal while starting the engine. It will sink a little when the vacuum is developed. There is a non return valve inline. Check the bottom of the full dual master cylinder with your finger. If it scrapes up black goo that was your internal seals. The master cylinder must be bone dry between the booster and master cylinder
