Actually it has everything to do with adjustment. Electric brakes use a magnet which when activated is pulled against the spinning brake drum. There is a finite amount of movement of this magnet which rotates while in contact with the drum. If the brakes are too loose the magnet cannot pull the brake shoes out far enough to be effective. Adjustment is critical to ensure that the shoes move out far enough to effect braking. Next is the magnets Weak magnets will also effect braking force.
