Rephrase,....
Brake adjustment has nothing to do w/ braking power, unless the adjustment is so far out that the brake shoes run out of their normal travel before contacting the drums.
In this case, the brakes shoes were adjusted to very near drum contact, in which case the brake adjustment DID NOT have anything to do w/ the lesser braking power that the OP is experiencing.
I too would x3 grease on the brakes
