Yes, the line is very fine between low and off. Full on is high, then it tapers down to off on the back burners.
The front burner full on is extra low, and increases until you get past "light" and then it's off.

I am guessing the 91 means 9100 BTU's and therefore the extra one I would want, but it's an $$ mistake if it's the wrong one.
