Looks like a very old trailer with a tin fresh water tank, that is what the pump is connected to, the other likely a wheel well.

I'd bet it just penetrates that box and the box is just a box, which contains the city water connection. The line connected to the same T is the system pressure line, the copper line going to other side of pump is the suction line from the tank.
