Capacitor for complete electrical system not just air?

I know there are hard start capacitors for air conditioners, but my question is are there solutions for the entire electrical system. IE: a capacitor which would provide surge current for any load on ...

They do make them - Here is one example (no longer available) designed to power a auto "Monster" audio system.

Here is an article on combining Ultra Capacitors with batteries to power a vehicle.
