Carriage Compass TT -- Hickory Springs Steps -- Broken

I have a 2005 32 FKS Carriage Compass Travel Trailer with a Hickory Springs Steps -- Three treads 24 inches wide. The left side (as you are entering the trailer) bracket has broken. See the photo...

I would remove the rusted bolt and fabricate a rectangular "washer" to fill that area in and have it overlap a larger area of that flange. Then install a stainless bolt.
Or, simply drill another hole farther up and install a new bolt.
